uh, strange, and not scalable: you can't checkout the right version for each component. I'd expect versioned pom parents and corresponding site.xml to be downloaded, and not used by such relativePath in pom
FYI, you can checkout the whole svn well organized from https://svn.apache.org/repos/asf/maven/trunks/ (which contains externals) that's what I do on my machine, and I never had the problem you're facing: versioned poms and site.xml are downloaded when necessary.
