FYI, when you go to jira.codehaus.org, the System Dashboard has two boxes at the top...
On the Right Hand Side: Login... with the text "Not a member? To request an account, please contact your JIRA administrators" On the Left Hand Side: Introduction... with the text "Sign-up for a JIRA account You will need to create an account in Xircles - https://xircles.codehaus.org/signup/ - this became necessary to combat spammers who had automated JIRA signups." So the signup link is actually *right there* but only on the front page of JIRA... and in a box you probably skip reading... Ben recons it needs some jQuery to change the Login box... because most people will actually be on the login screen when they need to create an account and that doesn't have any message about xircles... and seemingly the templates don't really let you change the text on the login screen... so jQuery will have to "hack" the text...
