Summary: Export library version to frameworks and executors

This would greatly help keep track of which versions are running where.
Frameworks + executors could then export a stat describing which version they
are linked against.
(Then we wouldn't need to do magic like "has puppet run before the most recent
restart, but after we deployed the new binary?")
