My experience with this is that I often want to see the underlying time value 
rather than the '5 minutes ago' style time,  and having to wait on hover and 
leave my mouse there to view the time is a bit of a regression in usability, at 
least from the way I use the UI.

Maybe on mouse-over the time changes to the underlying UTC time?
Maybe we show a dialog on click as before?

I'm ok with the copying being separate because I don't copy the timestamps very 
often.
