The packaging work being done has made the dependency on libcurl hard, meaning
it's possible we want to remove the --without-curl configure option. If this is
the case, the builds will fail on the Jenkins machines at Apache.
It's possible that we can get libcurl installed on the Jenkins machines (it's
fairly standard). Otherwise, we might need to keep --without-curl for the
foreseeable future.
