When an authentication enabled framework tries to re-register with
failover=false (i.e., zk blip), the master first deactivates it in the
authentication phase. After auth is succesful and framework re-registers it is
never reactivated (framework->active is still false and allocator is not
formed). This leads to framework not getting any offers.
