Storing this information will enable us to send it to the master during
re-registration so that people can more easily get at historical information.
Note that in the past this was extremely expensive so we might need/want to
collect the history asynchronously and provide another means of updating the
master after re-registering (i.e., so that re-registration isn't blocked on
collecting all the history). See MESOS-740 where we had discussed an 'Archive'
abstraction that might be the right place for doing some of this.
