The slave considers a framework completed when it has no tasks/executors for
that framework running.
Some changes introduced in 0.19.0 caused the slaves to now re-register with
these *completed* frameworks. After this point, the master thinks that the
framework is completed.
This is a problem because if these slaves ever re-register with the master, the
reconciliation phase would consider slave running completed frameworks and
sends a shutdownFramework killing all executors/tasks for this framework.
