Benjamin Mahler resolved MESOS-841.

Resolution: Fixed
This was done by having a newly elected master write its MasterInfo to the
registry upon recovering.
This ensures that any other Masters that try to write will no longer have the
correct "version" of the data and thus will not be able to write.
