Consider taking the Aurora approach to rbt integration with a
self-bootstrapping isolated version. We currently require a global installation
of it which doesn't allow us to explicitly specify the target version.
This would also be one less barrier to entry for new contributors.
To get this we'd want to copy ./rbt, ./build-support/virtualenv, and
./build-support/tools/list-missing-shipits. See

how simple their contribution steps are.
