Summary: Race when destroying containers in cluster cleanup.

Containerizer::containers() returns containers for which destruction may have
been initiated. Cluster shutdown will attempt to destroy these containers
again. Current code in the cgroup cpu and memory isolators returns a failure
for unknown containers ==> race.
