After chatting with [~benjaminhindman], we were thinking that we wanted to have
backwards compatibility for this flag, the main question for this being either
to have negative values for failover_timeout or add a boolean that would have
to be implemented the right way so users could instinctively set the right
combination of the two flags in order to achieve what they want.
What do you think?
