The short answer is that the Windows integration work we have planned currently is aimed specifically at getting the agent/slave working and production-worthy on Windows. This plan does not specifically aim to add Windows support to the master.
That said, there are _provisional_ plans to add Windows support to the master -- but, the specifics about when this work would happen, and who would do it, is not yet decided. I do expect plans around the master to firm up in the first few months of the next year, after a few other things (like the CMake build system, which is required for convenient and ongoing Windows development) become more solid and permanent parts of the code base.
