With the introduction of METAMODEL-244 I suggest we add capability to add a few
helper utilities that allow reading fixed width file metadata from external
sources. I am currently aware of two types of sources that are good to support:
* SAS format file definition.
* SAS INPUT definitions.
I am sure there are more commonly used ways of specifying the fixed width file
metadata, but this will give us a start and we can add from there.
