As I stated in https://issues.apache.org/jira/browse/METRON-856, this is a
fix that will work given the current configuration, but will quite possibly
break with future changes. Given that I don't have a good answer for Maven's
ordering, I'm ok with David's suggestion providing we document the limitation,
preferably in the rpm pom as well as the deployment README.
