    As part of this PR, the `StellarFunction` interface was added.   A 
`Context` is passed to both the `apply` and the `initialize` method.  Why do 
both methods receive a Context? Are they the same Context?  When should I 
initialize my function with one over the other?  Docs/comments on this key 
interface would be very helpful.
