The title of this PR should be "METRON-571: Add stellar keywords for
executing local commands".
This was originally my JIRA, I just haven't been able to work on it and
Tyler had a similar need so he's taking a stab at it. That said, I will try to
provide some context in response to your comments, but @devopsec please correct
me if I have misunderstood.
