I placed an entry into JIRA, and a patch that supports creation time of the
IoService.  I can continue work on this and check performance as I go.
Anyone have good ideas on what to test?  I have an SMTP server I can use if
you think that will work.

I thought about that, but using AtomicLong doesn't mean that there's no
performance penalty.  We will have to do performance test.
