This is an PMC chair task. You are right, the process is described at
http://www.apache.org/dev/crypto.html
I executed this while in labs (being the PMC chair of Labs). Now this needs to
be done by Julien. If he needs help, I'm happy to help.
I only added the entries to the page you are referring to, an email wasn't
sent, because there was no release yet.
