In order to avoid issues related to SSHD-634 we will take a more
conservative/preventive approach and reduce the buffer re-use (i.e. use *new*
buffer). We will not eliminate it entirely, but greatly decrease its usage and
limit it to code where its possible mis-use is highly unlikely.
