To answer your question, no, we have not evaluated the FIPS version, nor does it seem like we are likely to do it in the near future. That being said, you are more than welcome to open a JIRA issue on https://issues.apache.org/jira so we can track it, should we ever decide to pursue this option. Furthermore, if you think it is worth the effort using FIPS version, please feel free to clone https://github.com/apache/mina-sshd and create a pull request with the suggested changes - we are always more than happy to incorporate contributions.
