parsePtyModes lowercases each PtyMode name with the default locale before searching the `stty -a` output, so under tr-TR ISIG, ICANON, VINTR and seventeen other names become "ısıg" and so on and never match. Parsing the bundled test resource stty-output-2.txt with `-Duser.language=tr -Duser.country=TR` returns 26 modes instead of 46, and the default pty-req built through getUnixPtyModes is missing them. The fix is `toLowerCase(Locale.ROOT)`, the same kind of change as GH-678, plus a test that parses the bundled outputs under tr-TR.
