Description: Well defined Spec. of NOGC is crucial to Mnemonic. Mnemonic
core has provided the facilities to roll out. but It is not good enough for
developer to use so this ticket is used for us to discuss and brainstorm,
hopefully, we can have a higher level definition of this kind of service.
