Decisions should not be made over chat or any other out of band communication aside from the mailing lists (the jiras are mirrored to the ML so that's fine as well). The expectation is that if you have offline discussions you bring it back to the group via ML/JIRA and then make decisions. This ensures everyone is included in the decision making process, even folks that might be on separate timezones, etc... keeping them from participating in things like p2p chats. That said IRC etc... are fine and good tools to help build community, but you do need to keep this particular issue in mind.
fwiw the same would hold for things like meetups. Great for community building, but discuss things there, bring them back to the group and then make decisions.
