Hi, I also had the same problem installing AIR but found a different solution, perhaps it is helpful. See the following forum

Basically, start the AIR installer but don't press the agree button when prompted by the installer, just leave it running. Instead go and edit the control file and appinstall file (details in the above link) After editing the files as the forum suggests then press the I Agree button in the AIR installer. It worked for me.
