For list-fset, list-pkgs, list-platforms etc, MIC does not require
root privileges running from command line.

I'd *personally* prefer if MIC would support both uses, and even
allow running as non-root for e.g. image-creator -c list-fsets,
list-pkgs, list-platforms, list-projects, list-sources-files,
list-targets, and perhaps others. Some programs such as pbuilder
will gain root privileges when needed by matters of sudo, but there
might be more elegant solutions.
On most systems that aren't Ubuntu, sudo will likely need
a bit of setup, so I'd suspect the sane default is to not
count on that having happened and allow both methods.
