Thanks for the question. There is no IDE for moblin today although we've chatted about such a thing someday.
We are working on step-by-step guide that will be a lot more complete, but today there is a simple tutorial to walk you through creating a clutter application: http://moblin.org/node/158 Note: for the clutter libraries you don't need to pull and build the source as they are already in the images. Stay tuned in the next couple of weeks for more guidance.
