For the failed build issues, I have some progress.
I modify below settings in /usr/lib/rpm/macros
%_default_patch_fuzz 2
# Axel: comment out below line
#%__check_files /usr/lib/rpm/check-files %{buildroot}
%_unpackaged_files_terminate_build 0
%_missing_doc_files_terminate_build 0
then I have only 11 packages build failed.
