Actually on my Dual Core PC with Ubuntu 8.10 (kernel 2.6.27), I can still see IRQ is not distributed evenly on both Cores, but on CPU0 only, Why?

You actually do not. If you would distribute ethernet interrupts across both logical CPU's, you would see a deterioration in performance and battery consumption.
