Not sure understand your issue correctly. Now Moblin just has java compiler from gcc, didn't have runtime support. For that java compiler, if you are meaning --with-win32-nlsapi(=ansi, unicows or Unicode), it wasn't supported.
If you will use other java runtime, might check that runtime doc on this.
