The autostart panel mechanism lies in mutter-moblin. In
mnb_toolbar_stage_show_cb of mnb-toolbar.c, there is a line
g_timeout_add_seconds (TOOLBAR_AUTOSTART_DELAY,
mnb_toolbar_autostart_panels_cb,
toolbar);
mnb_toolbar_autostart_panels_cb will check if panels are available, if no,
restart it by dbus service

Yes, just like what Tonny said.
I can remove people panel only deleted it in mnb-toolbar.c. But if I only
modify uxlaunch or /etc/xdg/xinitrc, the people panel still appeared, this
is what Auke said "the moblin panel itself restarts missing components".
