Mutter is not used by the Moblin IVI releases on moblin.org. Mutter has never been validated with IVI and has typically been difficult to get working in developers build because of incompatibilities with the graphics drivers used in IVI.
Moblin IVI has typically shipped with XFCE desktop. There is a image file that can be replaced to change the splash screen.
