I'm not sure if it's an official policy or not, but it's how it was
explained to me when I added my plugins to the sandbox. You should still
be able to depend on the snapshot revisions without problems though
unless I'm missing something. If you have a non snapshot revision, you
still need to install it because it won't be deployed to ibiblio, right?

It's not ready for release, but I have several plugin in sandbox
depending on each other. Having the capacity the define internal
releases is nice to me. I wasn't sure if there was an official policy
against that.
