I don't think it should go in the parent. If an individual mojo needs it
to build, it should be added temporarily.

Question: should we add apache snapshot repository to the root mojo
pom. This is required to build at least 2 plugins (or at least was
required last week). Most people don't see that because of the
repository cache issue (I'll raise that issue in [EMAIL PROTECTED]).
