There's no real convention but it's an usage to make the difference with m1
plugins (called maven-XXX-plugin).
When you deploy a plugin the prefix used in it, is register in the
maven-metadata.xml
http://repo1.maven.org/maven2/org/apache/maven/plugins/maven-metadata.xml
http://repo1.maven.org/maven2/org/codehaus/mojo/maven-metadata.xml
By default maven 2 reads only those two files (I think).
Your plugin isn't actually released that's why you have to define a dependency
to use it.
