details site broken and aggregation incomplete

The dashboard-report-details seems to be generated incompletely. The header and
navigation is broken.
Additionally the aggregated report only contains parts of the data from its
modules.
See the problem at my project as example:

The project contains a lot of modules that are missing in the top-level report
as
you can see by descending the modules from that start page:
