I certainly don't want to spread misinformation, so I went out to the

I'm not sure about the membership being voted on -- its not clear to
me from the site. But you are correct about the "add plugin to sandbox
without vote".
I was voted on to come to mojo. But i don't know the process for sure.
Maybe Trygve could tell. But i think any one who propose a plugin a
volunteer to maintain it should be voted in.
That is the idea.
I hope i was correct on the sandbox ;-) as i uploaded 2 plugins
without asking any one :-)
Feel free to add stuff to the sandbox as long as you're sure you're not
violating any licenses etc. When releasing you need to get it properly
voted on etc. That is when the community make sure that the stuff is usable.
