I doesn't seem to require that it is a JAR, I just unpacked the jar file inside
target/classes and it ran just fine. I did get a couple of warnings on shutdown:
WARNING [org.netbeans.core.LookupCache]: Not a jar: URL:
file:/long/path/target/classes/some/path/aqc/gui/layer.xml
