Here are the requirements so we can use a plugin internally.
All Maven 2.x plugins that:
1. Are hosted by http://mirrors.ibiblio.org/pub/mirrors/maven2/ (or a mirror
of)
2. Are provided from one of the following locations:

http://mirrors.ibiblio.org/pub/mirrors/maven2/org.apache.maven.plugins
2. http://mirrors.ibiblio.org/pub/mirrors/maven2/org.codehaus.mojo
3. Have a documented license which is one of (Apache 2, MIT, BSD)
are approved for internal use.
So only a documented license which is one of (Apache 2, MIT, BSD) is missing...
