1 make sure the [site] documentation is as good as the code and that it passes the surefire, checkstyle and docck plugins 2 build and deploy a snapshot, call for a 72h open vote, get at least 3 positive votes from comitters, no negative vote - templates for announcements I don't know of any official template.
