1 make sure the [site] documentation is as good as the code and that it
passes the surefire, checkstyle and docck plugins

2 build and deploy a snapshot, call for a 72h open vote, get at least 3
positive votes from comitters, no negative vote

I don't know of any official template. You can pick one from the mail
archive... :)

Up to you: pick a somewhat conservative version number. i.e. 1.1-alpha-1 for
first release if you're going to introduce a lot of changes.
