I made an attempt to make it part of mojo/sandbox, however the plugin has a
test failure.
So I think it is best that you to redo the zip file with the following
requested changes:
1. rename plugin to build-maven-plugin
2. Inherit from mojo/sanbox
3. remove all .svn internal files from the zip
attached is the pom.xml that I have started
