[mojo-dev] Add Jon Osborn as Mojo committer to assist with Weblogic Plugin

I would like to propose adding Jon Osborn as a committer to help with  
the Weblogic Plugin.  He has provided a number of bug fixes and has  
provided the code to support service gen and client gen.  It would be  
great to have another set of hands and eyes as we begin the migration  
to Weblogic 10 and the JSR migration and cleanup.  There are over 100  
user's of the plugin currently and keeping up with bug fixes will  
require another set of eyes and ears.
