The newly created jjdoc mojo uses hard-coded strings for its output...
The locale provided by executeReport() should be used to query a ResourceBundle
for the desired strings. I'm out of Maven time for this weekend so I leave you
with a reference to the maven-pmd-plugin and its CpdReport/CpdReportGenerator
for a simple example of how to accomplish this. The
maven-project-info-reports-plugin is also a nice reference, it uses some I18N
component injected by plexus to access its resource strings.
