This change looks to have broken the build on trunk. It fails to build because
it can't find version 2.4 of the maven-surefire-plugin in the central repo. I'm
guessing you've built it locally and its in your local repo.
The JIRA site for the surefire plugin still lists 2.4 as unreleased.
