Not failing when trying to undeploy application

We using tomcat plugin in cruise control application and it hard to redeploy
applications with 'tomcat:undeploy tomcat:deploy'.
Sometimes we cleaning up tomcat applications or if tomcat deployment was failed
- in this case undeploy broke our builds and we have to remove undeploy from
builder configuration, make manual build and add undeploy into configuration.
I have added failOnUndeploy parameter - if it false then undeploy don't brake
build process,
