second time I run the vote, second time I don't get enough +1... The
vote rule is to get 3 commiters to give their +1, but given the
plugin, the chance to have 3 commiters using it are small I guess. It
is easier to get 3 users vote, but I am not sure how many are
subscribed to the user list neither.

I see the following solutions:
* can release anyway
* rerun a vote but spam the known users of the plugin
* also mail the user list
* move the plugin outside of mojo

If I pick the first solution, I'd rather have an idea if people have
been using the plugin.

If you've

 * done your job (as you have) and did a vote
 * didn't get enough votes
 * but no negative feedback

I'd say: do the release. In particular for alpha and beta releases as you can easily roll a new one.
