jasperreports-maven-plugin dies trying to compile included .xml file

A file is included in the .jrxml for substitution purposes using an ENTITY tag
in the xml header. jasperreports-maven-plugin dies while attempting to compile
the included xml file. The attached example is a cut-down version of a larger
report description. The larger version compiles with no problem using the Ant
JRAntCompileTask task.
