There needs to be a way to isolate the executing project from the local repo.
The plugin testing harness does this, but has a flaw that should be avoided.
The IT project needs to be tweaked so that the user's local repository is used
as a remote repo. Otherwise the IT project invoked causes the dependencies to
all be downloaded even though they are on the user's machine. This makes it too
slow and worse completely breaks offline.
