rmic is run even when the classes are already up to date

rmic takes the majority of the time for my project. So, when I run "mvn
package" without a clean, it makes the whole build cycle almost as long as it
does with a clean. The solution would be to implement something that checks to
see if the RMI classes actually need to be rmic compiled.
