First of all, IMO its a feature if external DTD's are downloaded, because they
are likely required for the validation.
I understand that it may be an issue if this download occurs more than once. In
other words, I would accept the idea of caching.
I do not know, whether it is possible to specify arbitrary features currently,
but I would definitely accept a change for that. In other words, you could set
that feature in your POM.
Finally, please don't publish complete source files, but patches, so that I can
easily see what you have changed. This makes it easier to discuss details.
